Where to find neighborhood boundaries for Israel?


Is there a place that has neighborhood boundary data for Israeli cities as polygons?

I have searched the web without results.


Unfortunately, there isn't a freely available, nation-wide polygon layer. You can try contacting MAPI regarding their Cadastral data which might have neighborhoods, or the CBS/MoI statistical region layer. (If you don't know what these are, search for them on govmap) Other than that, your only option is a point layer with neighborhood names as found in Open Street Map.

Update: I asked around, the Ministry of Construction and Housing might have such a layer for some cities. Try contacting them.

Israel

The State of Israel was declared in 1948, after Britain withdrew from its mandate of Palestine. The UN proposed partitioning the area into Arab and Jewish states, and Arab armies that rejected the UN plan were defeated. Israel was admitted as a member of the UN in 1949 and saw rapid population growth, primarily due to migration from Europe and the Middle East, over the following years. Israel fought wars against its Arab neighbors in 1967 and 1973, followed by peace treaties with Egypt in 1979 and Jordan in 1994. Israel took control of the West Bank and Gaza Strip in the 1967 war, and subsequently administered those territories through military authorities. Israel and Palestinian officials signed a number of interim agreements in the 1990s that created an interim period of Palestinian self-rule in the West Bank and Gaza. Israel withdrew from Gaza in 2005. While the most recent formal efforts to negotiate final status issues occurred in 2013-2014, the US continues its efforts to advance peace. Immigration to Israel continues, with 28,600 new immigrants, mostly Jewish, in 2016. The Israeli economy has undergone a dramatic transformation in the last 25 years, led by cutting-edge, high-tech sectors. Offshore gas discoveries in the Mediterranean, most notably in the Tamar and Leviathan gas fields, place Israel at the center of a potential regional natural gas market. However, longer-term structural issues such as low labor force participation among minority populations, low workforce productivity, high costs for housing and consumer staples, and a lack of competition, remain a concern for many Israelis and an important consideration for Israeli politicians. Prime Minister Benjamin NETANYAHU has led the Israeli Government since 2009 he formed a center-right coalition following the 2015 elections. Three Knesset elections held in April and September 2019 and March 2020 all failed to form a new government. The political stalemate was finally resolved in April 2020 when NETANYAHU and Blue and White party leader Benny GANTZ signed an agreement to form a coalition government. Under the terms of the agreement, NETANYAHU would remain as prime minister until October 2021 when GANTZ would succeed him. Israel signed normalization agreements &ndash brokered by the US &ndash with Bahrain, the United Arab Emirates, and Morocco in late 2020 and with Sudan in early 2021.

The New Jersey Office of Smart Growth uses state-of-the-art computer graphics and geographic information systems to prepare a variety of map products.

While certain map products are prepared at a statewide or county scale, maps are commonly produced at a 1:24,000 scale corresponding to U.S. Geological Survey topographic quadrangle maps. At this scale, the standard accuracy of mapping is usually within (plus or minus) 45 feet.

The official map of the New Jersey State Development and Redevelopment Plan is called the State Plan Policy Map. The scale of the official map is 1:24,000. A series of maps produced at this scale, which match the 7.5 minute scale geographic quadrangle maps produced by the United States Geological Survey, are available in hard copy format from the Office of Smart Growth as well as in various digital formats.


A growing problem of 'deepfake geography': How AI falsifies satellite images

A fire in Central Park seems to appear as a smoke plume and a line of flames in a satellite image. Colorful lights on Diwali night in India, seen from space, seem to show widespread fireworks activity.

Both images exemplify what a new University of Washington-led study calls "location spoofing." The photos -- created by different people, for different purposes -- are fake but look like genuine images of real places. And with the more sophisticated AI technologies available today, researchers warn that such "deepfake geography" could become a growing problem.

So, using satellite photos of three cities and drawing upon methods used to manipulate video and audio files, a team of researchers set out to identify new ways of detecting fake satellite photos, warn of the dangers of falsified geospatial data and call for a system of geographic fact-checking.

"This isn't just Photoshopping things. It's making data look uncannily realistic," said Bo Zhao, assistant professor of geography at the UW and lead author of the study, which published April 21 in the journal Cartography and Geographic Information Science. "The techniques are already there. We're just trying to expose the possibility of using the same techniques, and of the need to develop a coping strategy for it."

As Zhao and his co-authors point out, fake locations and other inaccuracies have been part of mapmaking since ancient times. That's due in part to the very nature of translating real-life locations to map form, as no map can capture a place exactly as it is. But some inaccuracies in maps are spoofs created by the mapmakers. The term "paper towns" describes discreetly placed fake cities, mountains, rivers or other features on a map to prevent copyright infringement. On the more lighthearted end of the spectrum, an official Michigan Department of Transportation highway map in the 1970s included the fictional cities of "Beatosu and "Goblu," a play on "Beat OSU" and "Go Blue," because the then-head of the department wanted to give a shoutout to his alma mater while protecting the copyright of the map.

But with the prevalence of geographic information systems, Google Earth and other satellite imaging systems, location spoofing involves far greater sophistication, researchers say, and carries with it more risks. In 2019, the director of the National Geospatial Intelligence Agency, the organization charged with supplying maps and analyzing satellite images for the U.S. Department of Defense, implied that AI-manipulated satellite images can be a severe national security threat.

To study how satellite images can be faked, Zhao and his team turned to an AI framework that has been used in manipulating other types of digital files. When applied to the field of mapping, the algorithm essentially learns the characteristics of satellite images from an urban area, then generates a deepfake image by feeding the characteristics of the learned satellite image characteristics onto a different base map -- similar to how popular image filters can map the features of a human face onto a cat.

Next, the researchers combined maps and satellite images from three cities -- Tacoma, Seattle and Beijing -- to compare features and create new images of one city, drawn from the characteristics of the other two. They designated Tacoma their "base map" city and then explored how geographic features and urban structures of Seattle (similar in topography and land use) and Beijing (different in both) could be incorporated to produce deepfake images of Tacoma.

In the example below, a Tacoma neighborhood is shown in mapping software (top left) and in a satellite image (top right). The subsequent deep fake satellite images of the same neighborhood reflect the visual patterns of Seattle and Beijing. Low-rise buildings and greenery mark the "Seattle-ized" version of Tacoma on the bottom left, while Beijing's taller buildings, which AI matched to the building structures in the Tacoma image, cast shadows -- hence the dark appearance of the structures in the image on the bottom right. Yet in both, the road networks and building locations are similar.

The untrained eye may have difficulty detecting the differences between real and fake, the researchers point out. A casual viewer might attribute the colors and shadows simply to poor image quality. To try to identify a "fake," researchers homed in on more technical aspects of image processing, such as color histograms and frequency and spatial domains.

Some simulated satellite imagery can serve a purpose, Zhao said, especially when representing geographic areas over periods of time to, say, understand urban sprawl or climate change. There may be a location for which there are no images for a certain period of time in the past, or in forecasting the future, so creating new images based on existing ones -- and clearly identifying them as simulations -- could fill in the gaps and help provide perspective.

The study's goal was not to show that geospatial data can be falsified, Zhao said. Rather, the authors hope to learn how to detect fake images so that geographers can begin to develop the data literacy tools, similar to today's fact-checking services, for public benefit.

"As technology continues to evolve, this study aims to encourage more holistic understanding of geographic data and information, so that we can demystify the question of absolute reliability of satellite images or other geospatial data," Zhao said. "We also want to develop more future-oriented thinking in order to take countermeasures such as fact-checking when necessary," he said.

Being patriotic is not being chauvinist

It was like ‘dream shattered’. Unilateral withdrawal of an agreement between India and Iran for the construction & development of Chabahar port in Iran and further laying a 600 km long railway line connecting the port to Zahidan city bordering Afghanistan enabling India easier accessibility to Afghanistan and central Asia in order to boost mutual trade and commerce has come as a shock.

The said agreement also established Indian diplomatic superiority over its arch rival Pakistan and was deemed to be a befitting answer to china Pakistan deal of developing Gwadar port nearby under CPEC(China Pakistan Economic Corridor).

Despite India having very cordial relations with Afghanistan and other central Asian counties like Tazakistan, Uzbekistan and Kazakhstan, is not able to undertake trade in sizeable magnitude in the absence of direct land connectivity as them being land locked physically. The unilateral withdrawal came as a big shock to India as it amounted to diplomatic failures besides huge strategic loss. Iran is said to have an agreement with China instead with a huge lucrative long term infrastructural investment of estimated $400 bn in a span of 20 years Iran attributed this unilateral withdrawal to the delayed and slow implementation of these projects by Indian companies.

Setback is huge and an irreparable loss in term of diplomacy and regional superiority. Though this is not officially confirmed by Indian authorities but international media and newspapers are aggressively substantiating it. Chabahar deal with Iran therefore was of utmost importance diplomatically and strategically to India and its unilateral withdrawal is like ‘dream shattered’

Peace and prosperity of a nation, as generally visualized, is linked to its geo political location and boundaries. Similarly economic, diplomatic and military strength of a country too is quite dependent on its geo political boundaries . Political and physical boundaries of countries after second world war though is more precisely defined and demarcated yet the minor border disputes are not uncommon.

Ancient and medieval era witnessed frequent geopolitical changes in their boundaries as ‘might is right ‘was the law of the land. On the contrary forcible changes in geopolitical boundaries in this era is few & far between, unless consented between the nations.

Geophysical changes are though not very common but in the larger interest of mankind the innovative humans have to their credit making of iconic Suez canal, which connects red sea to Mediterranean and has incredibly reduced the sea route distance between western Europe and south Asia by almost 8000 km and has facilitated transportation of goods and passengers.

India desperately need to have access to Afghanistan and central Asian countries to prove its diplomatic and strategic superiority over its arch rival Pakistan and to have an equal terms with bullying china. And also to find a passage to facilitate its trade with affluent and oil rich middle east Arab nations. The middle east incidentally is most happening region in the world militarily, economically and politically. Chabahar deal with Iran therefore was of utmost importance to India, and its unilateral withdrawal is like ‘dream shattered’.

Unpartitioned India had direct land connectivity to Afghanistan, Iran and central Asia (then USSR) via gilgit balistan .Bullying China too was not bordering India in that part as Tibet existed as an independent sovereign state in between .The geopolitical location would have made India thus strategically unignorable after independence as an state.

The geographical boundaries of undivided India placed it almost at par with our neighbor superpower China which happened to be much larger in geographical areas and boundaries with USSR ,Central Asian, East Asian and South East nations directly. The economic diplomatic and military dominance of china upon its neighbors is irrefutable.

Partitioned India had both its wings chopped off. Partition and creation of Pakistan (west & east) relegated India to a negligible global role due to its insignificant geopolitical location. It boundaries with country like Burma, Bhutan, Nepal and Srilanka and had very little role to play as big neighbor. Pakistan on the other hand is most strategically located having geopolitical boundaries with Iran, Afganistan, Central Asia and China.

Prudence and vision of our leaders, who were at the helm of affairs at the time of partition by agreeing to existing mode of partition is highly questionable and subject to critical analysis. Our leaders could have easily negotiated and bargained a direct access to Afghanistan and central Asia at least, if not Iran. A strip/passage adjoining north west of present PoK enabling direct access to Afghanistan and central Asia could have easily been negotiated. This not only would have separated j & k geopolitically from Pakistan but also any feasibility of Pakistan having border with ever bullying china. But unfortunately it appears that they lacked vision and were in hurry to grab power and rule. Nation and its countrymen are suffering with ever border disputes resulting in colossal loss of peace and prosperity. Posterity too will continue to suffer ever.

Geopolitical location of our country though can’t be altered but with our huge human resources, sizeable military power and potent economy can always play an important role worldwide. The country has to look for a role model and follow their traits in word and spirit.

Israel as a nation is an epitome of grit, courage and determination.

Geopolitically Israel too is surrounded by unfriendly nations but despite all adversaries it has displayed unimaginable degree of will power to dispel all the myth of affluence and religious bigotry of their neighbourers. It has extraordinarily withstood the constant onslaught of its unfriendly neighbors and various religiously motivated terrorist groups and has sustained with insurmountable proud and honor ever since its existence in 1948.Despite its insignificant geographical area of around 22000 sq. km and a meager population of almost 8 million it has made itself invincible, inimitable and unignorable . Its exemplary achievement in all spheres viz defense production agricultural productivity academic excellence scientific research and indefatigable military power are yet unmatched. Though surrounded by the most dreadful ethnic terrorist groups but they never ever muster courage to play foul with Israel.

Historic ‘Raid on Entebbe’ to free their hostage in Uganda in late 70’s and taking revenge to the massacre of their Soccer team in Munich Olympic by their dreadful intelligence agency Mossad by eliminating the last person responsible for heinous act speak volumes of their velour , dedication and high degree of training. It has displayed amazing ethnic social harmony too with its almost 16 percent of Palestinians Muslim population.

Recently we must be aware that this tiny nation has brought all its affluent Arab nations to their knees and most of them are making beeline to establish diplomatic & economic relations. A miracle only mighty Israel is capable of.

India is uniquely multi racial, multi religious, multi linguistic and multi cultural country. So an inclusive growth model and cohesive social frame can only take it ahead in all sphere of development .The country cannot afford to be patron of any form of social discrimination on the basis of caste creed or religion and it is inherent to democratic form of governance to maintain social harmony.

The nation India has to adopt the traits of Israel in order to be much publicized an ‘Aatm Nirbhar’ in all spheres of development. Be it agriculture, defense production, science and technology, advanced health system. And not the least, inherit ‘deep sense of meaningful patriotism’.

India besides implementing the various social welfare measures to alleviate poverty, improve health system, eliminate illiteracy etc, too has to keenly focus on agricultural productivity, science and technology ,heavy engineering, defense production and human resource development to count a few.

India with its huge young human resource and its worldwide dominance in information technology is capable of excelling in all unexplored or partly explored spheres. To accomplish these unfulfilled dreams the present leadership with its political will and supremacy, is endowed with all the traits to lead it to a state of excellence and make it an unignorable superpower.

To conclude……a word of caution. The words ‘nationalist’ & ‘patriotic’ is getting arguably contentious from social & political perspective and indisputably will have adverse impact on social harmony.

And so, we all must not forget that ‘being patriotic is not being chauvinist’


Challenging the Cartographic Gatekeepers

Cartography has long been another weapon in the colonizer’s arsenal: a tool used for the acquisition, control, and erasure of territory. As Israeli political scientist Meron Benvenisti states , “Cartographic knowledge is power: that is why this profession has such close links with the military and war.” In the case of Palestine, British and Zionist cartographic efforts have worked to remove Palestinian traces from the landscape. The decade after 1948 transformed the land, with a fully-formed Hebraicized map taking the place of hundreds of years of Palestinian life and history.

For Palestinian refugees, the majority of whom have no recourse to visit, let alone return to the land from which they or their ancestors were ejected, censorship cements their separation from their homeland and restricts it to the virtual sphere. For Palestinians living under martial law in the OPT or under siege in the Gaza Strip, despite technology creating an opening for democratizing spatial practices, mainstream mapping applications fail to account for the walled-off reality on the ground and the restrictions and repercussions it has on Palestinian movement.

However, Palestinians and allies continue to subvert and resist colonial maps through counter-maps. There are some other concrete steps forward:

  1. As recommended by 7amleh, Palestine should be named properly on Google Maps, in line with the UN General Assembly Resolution of November 2012.
  2. According to Resolution 181 of the UN General Assembly, the international status of Jerusalem should be correctly displayed on Google Maps. Google must also identify and correctly label illegal Israeli settlements on occupied land, according to Article 49 of the Fourth Geneva Convention and Article 55 of the Hague Regulations.
  3. Google should clearly distinguish areas A, B, and C in the West Bank and account for all movement restrictions and restricted streets.
  4. Google should locate “unrecognized” Palestinian villages within Israel as well as Palestinian villages in Area C.
  5. The United States should dispose of the KBA, leveling the commercial playing field between US and non-US imagery providers. This would allow satellite operators to share high-resolution images of Palestine-Israel on widely-used open-access platforms. It would also enable archaeologists, researchers, and humanitarians to accurately document changes on the ground and allow for better accountability of the Israeli occupation.
  6. Palestinian civil society should encourage and promote the active use of counter-maps as an alternative to incomplete contemporary maps. Simultaneously, Palestinian civil society and allies should focus their efforts on pressuring (a) the US government to abolish the KBA and (b) Google to make the changes outlined above.
